Quantitative Risk Assessment (QRA) can support a wide array of activities supporting safety, asset investment, and integrity management goals within a risk-informed decision-making process. When QRAs are applied with appropriate risk acceptance criteria that are standardized and widely recognized by industry (i.e., such as those recently issued as guidance in CSA Z662:23 Annex B), this provides a pathway for demonstrating pipeline risk levels to stakeholders. To eliminate high-consequence incidents, Integrity Management teams can benefit from a meaningful basis (i.e., QRA measure) and target (i.e., risk acceptance criteria) for prioritizing effective preventive and mitigative programs.

However, some of the challenges around QRA include a range of expertise, modeling approaches, and risk measures that, when applied within a QRA framework, can result in different estimates of pipeline risks at varying levels of confidence. Uncertainty of risk modeling results can also be driven by limitations on data availability and quality. Some stakeholders may perceive that QRA enables “doing less” within Integrity Management programs, while in fact, QRA can drive the “right” preventive and mitigative work for confident decision-making.

Dan Williams

Dan is a Principal Consultant at Dynamic Risk where he is responsible for providing technical leadership in pipeline engineering assessment and risk management services. This includes providing subject matter expert guidance on the development of pipeline risk algorithms (leveraging in-line inspection, direct assessment and GIS inputs), conducting threat-based engineering assessments, assessing in-line inspection performance validation and reporting on risk results as actionable risk reports that can support effective decision-making for clients. Dan has provided the technical leadership for successful risk algorithm implementations and engineering assessments that have been conducted with both liquids and gas transmission pipeline clients in Canada and the United States.

As the Manager of Engineering Assessments, Tyler advises our clients of the development and implementation of systems to ensure their pipeline network is safe, reliable, sustainable and optimized. He also develops innovative engineering approaches and solutions, supports engineering and Risk Management projects and provides guidance to team members and clients in integrity activity scoping, maintenance planning and overall Risk Management planning. Prior to his current role, Tyler was the Manager of Asset Reliability, where he approved final client deliverables.
