Description: PHMSA’s recent rulemaking, “Pipeline Safety: Safety of Gas Transmission Pipelines: Repair Criteria, Integrity Management improvements, Cathodic Protection, Management of Change, and Other Related Amendments” (also referred to as Gas Mega Rule Part 2 or “RIN-2”) has become a significant area of consideration for US onshore Gas Transmission and Midstream operators. The RIN-2 rule has increased regulatory requirements in 49 CFR 192 for operations, maintenance, and integrity management, and pipeline operators will need to operationalize the requirements into systems, processes, and procedures to ensure compliance. While all changes to the requirements need to be considered, four key areas will have a major impact on pipeline operators, which include Data Integration, Risk Assessment, Engineering Critical Assessment for Dents, and Management of Change.

The effective date of most RIN-2 requirements, as published in the Federal Register, is May 24, 2023. However, in response to a Petition for Reconsideration from AGA, PHMSA has issued a stay of enforcement for most RIN-2 requirements, extending the implementation timeframe until February 24, 2024.

Our core safety and reliability expertise are facilitating the development of data and technology-enabled programs and practices, which are required to meet the requirements of the Gas Mega Rule optimally.
